How much do background check companies pay for public records?

I want to start a free Background Check and all other public information. I will make money through ads. Since everybody will be using my site for all background checks, companies can promote their businesses and every company (i.e. Toyota, Recess puffs, etc) will be advertising on my site, I’ll be rich. So how much do background check companies pay for public records?

If you mean companies such as http://intelligater.com i’ll bet they do quite well.
